An inmate is suing Orange County, claiming jailhouse brutality by a guard who allegedly kicked and punched him with a key in his fist. Blaine Bowker's federal suit against Sheriff Sandra Hutchens also alleges he and thousands of other prisoners are deprived of access to exercise, religious services and telephone access.
